CRM implementation in the UAE: scope and budget

What to put in a CRM project scope in the UAE: processes, data, roles, integrations, the data protection regime and USD budget references

CRM implementation requirements in the UAE should describe sales processes, data, user roles and integrations before software selection. The scope should also name the personal data regime that applies to your company, because the federal law excludes companies in free zones that have their own data protection legislation. The AKORDO catalogue lists business analysis at $400-800 and implementation at $1,100-2,700 in USD. Discuss acceptance criteria and the final scope in a free consultation.

Describe the sales process and requirements

Start with the route a deal takes today: which channel the enquiry arrives through, who responds first, which stages follow and what closes the deal. Name the owner of each stage and the condition for moving to the next one.

Turn that description into requirements the project can be accepted against: the pipeline stages, the mandatory fields at each stage and the reasons a deal is marked lost. If a requirement cannot be checked at acceptance, rewrite it until it can.

Check data sources and user roles

List what the CRM will receive on launch day: spreadsheets, an export from a previous system, contacts from email and messengers. Decide which records move, who cleans them and who confirms the migrated data is correct.

Describe user roles as permissions: who creates deals, who changes stages, who sees all clients and who sees only their own. Management reporting depends on these rules, so agree them before configuration starts.

Find out which data protection regime applies

Client names, phone numbers and conversation history in a CRM are personal data. Federal Decree by Law No. 45 of 2021 Concerning the Protection of Personal Data has been in effect since 2 January 2022. Under Article 2, it applies to controllers and processors residing in the UAE, and to controllers and processors outside the UAE that process personal data of data subjects inside the country.

Article 2 also excludes companies and establishments located in free zones that have special legislation on personal data protection. If your company is registered in a free zone, confirm with your legal adviser which regime governs the CRM data, and record the answer in the project scope together with the provider’s data hosting terms.

Identify integration and reporting needs

Integrations usually decide the timeline. List every system the CRM must exchange data with: the website form, telephony, email, messengers, accounting or delivery tools. For each connection, write down what data moves, in which direction and what should happen when it fails.

Then list the reports management reads weekly and define every metric. In the AKORDO catalogue, implementation covers pipelines, fields, roles, data migration, integrations with the website, telephony, email and messengers, and team training, with an indicative timeline from 4 weeks.

Separate project work from operating costs

A CRM budget has two parts that are easy to mix up. Project work is the analysis, configuration, migration, integrations and training. Operating costs are the licences, APIs, hosting and telephony, which the client pays separately.

ServiceBudget referenceIndicative timeline
CRM business analysis and specification$400-8002-3 weeks
CRM implementation or relaunch$1,100-2,700From 4 weeks
CRM Health Check$400-7001-2 weeks

The CRM implementation or relaunch package starts from $1,400 and includes business analysis and a specification together with implementation or relaunch. The catalogue gives budget references in USD, not local currency quotations, and AKORDO gives the exact amount after a free consultation. Catalogue timelines are indicative, not contractual.

What the published cases show

The commercial sales system in financial services shows a full scope: sales department processes, KPIs and financial incentives, CRM structure, onboarding, a training platform with testing, scripts and daily management analytics.

The sales department for a brand with seasonal demand combined CRM implementation with a new department, KPIs, manager training and communication standards.

Neither case names a country, so use them to compare the scope of work. A requirements checklist with GDPR points for EU projects is in the CRM implementation requirements checklist.

Agree scope and acceptance criteria

Write acceptance criteria as scenarios the team runs on real data: an enquiry from the website appears in the CRM as a deal, the right manager gets a task, the stage change shows in the weekly report. Run them with the people who will use the system every day.

What belongs in a requirements checklist?

Processes, data sources, user roles, reporting, integrations, the applicable data protection regime and agreed acceptance criteria.

Are these local currency quotations?

No. The AKORDO catalogue gives USD budget references, and a final quote follows a consultation.

Which costs sit outside the project budget?

Licences, APIs, hosting and telephony, which the client pays separately.
